Relative Rate Index of Referrals for Black Youth Compared to White Youth

The Relative Rate Index (RRI) shows representation at various contact points in the juvenile justice system. This is the rate of activity involving minority youth divided by the rate of activity involving majority youth. If the RRI is larger than 1.00, that means that the minority group experiences contact more often than White youth. If it is less than 1.00, that means that the minority youth experience contact less often. For example, if the RRI for Black referrals is 7.50 this means that Black youth are seven and a half times more likely to be referred to the juvenile office than White youth.
