Functional Zero Level of Unsheltered Homelessness

This indicator utilizes data from the Missouri Balance of State Continuum of Care annual Point in Time Count and Housing Inventory Count. A functional zero level of unsheltered homelessness is achieved when the number of shelter beds is equal to or greater than the number of persons experiencing homelessness.
