Functional Zero Level of Unsheltered Homelessness This indicator utilizes data from the Missouri Balance of State Continuum of Care annual Point in Time Count and Housing Inventory Count. A functional zero level of unsheltered homelessness is achieved when the number of shelter beds is equal to or greater than the number of persons experiencing homelessness. Bolded values indicate margins of error, hover over them to view in detail.
